The Sea Monsters on Grattan Bridge, Dublin

I've always wondered why the bridge joining Capel St to Parliament Street is adorned with creatures that are half horse, and half fish.

Maybe it ties in with the Irish folkloric lake monster phenomenon of 'horse-eels' - massive eel-like creatures with horses heads. These were fabled to live in the lakes of Connaught, and were reported even into the 20th century. But I don't know the exact origin of the Grattan Bridge 'sea horses'. Anyone that has any idea, please post a comment, and let me know!
